In my opinion, it's indeed wrong, but not so much because of the low
number of uses. Instead, it's wrong because it contradicts the
relatively well-defined syntax of access tagging.

With access tags, the key is always used for mode of transport (vehicle,
foot, bicycle, hgv, etc.). The value is reserved for a completely
different set of possible entries, describing user groups and level of
access.

It's clear what people are trying to express here, but these tags
nevertheless contradict the general system for access tagging mentioned
above. So I hope this usage doesn't spread.
