[Tagging] Heat distribution networks for district heating

It is a bit of ordering my thoughts, and a page specific for these needs
(so that people can find it).

As no new tags are introduced, I don't think it should go through the
proposal process, so I would indeed say it is a howto draft.

Anyway, it's late, I'm rambling and have no idea what I am doing.
