I know of one minefield area that is mapped the same way westerners map 
speed cameras. I think that is a good solution as it independent of the 
map.

People have proposed mapping dangerous favelas.. and have been turned 
away by others here. "Not for OSM", "subjective" etc etc.

So I think that the same approach could be used there too.
