You're saying that having a relation with 1000 objects in it is "hard on
the server", instead suggesting to tag those 1000 objects with the ID of an
empty relation, which would be supposedly easier on the server. Either you
have no idea how databases work, or, if that is really what happens (I
don't know), then the OSM database is really poorly engineered.
