+1. On a practical level, as long as you can distinguish implicit from
explicit limits, taggingwise, (and provided you have the admin entity
mapped), it should not be a problem to confine the substitution within an
administrative polygon.

I wonder how this works, do you have signs on each and every "border" point
telling the driver they are leaving / entering a region?
