[Tagging] Public art definition

I don't see exhibitions in museums following the definition of public art.
While they are accessible to the public when visiting the museum, they are not as accessible as an 
outdoor installation in urban spaces.

There should be a different tagging scheme for them, e.g. exhibit=artwork
