[Tagging] Different postal codes in each side of the street

the same happend in a lot of country.
in Belgium, they create postal_code boundary but Nominatim don't use
the location of the house, it use the location of the street witch is of 
course not in one-only boundary.
they also create 2 associatedStreet, one for each side,
but nominatim doesn-t use it.
I open a issue a few month ago, problem is that somebody need
to take some time to code it
