[Tagging] access with permit (gone double OT)

for public access: access=yes 

for private access: access=private 


for private access, access with permit: access=private, access_with_permit=yes 





Maybe there is a better name (I spend no time on thinking about it ), 


but any detail may be added by inventing a new tag.
