[Tagging] Power=cable for low voltage lines?

if the schema was build from scratch,
indeed s subtag insulated=<no/yes> should be better
When I see a line/cable a little far away, I'm unable to tell if it's 
insulated or no... I just guest it with the guested low/hight voltage :s
