Ahh, but an office does so much more than paperwork.  An office houses
officials (of the government, of NGOs, of companies and corporations, of
a motion picture studio, a military commander, a food processor, the
list goes on and on).  It is not all paperwork.  Some of it is actually fun.

>From where I sit (literally!), as a bureaucrat who spends many hours
most days in an office, that tag fits diplomatic functions more closely
than any other tag I've encountered so far, even if some of our best
work is done outside and in some cases very far from the office, as my
Mapillary imagery attests.
