Coastline can be mapped in fragments and every single part of coastline is locally verifiable.

It is not true for objects like oceans, mountain ranges, continents etc.

You can go to a beach and check whatever land is on one side and water on other and check
shape of a coastline.

It is impossible to do it with border between oceans.
