[Tagging] Feature Proposal - RFC - hiking_trail_relation_roles

I would agree that a 'link' should be tagged as a approach. That way we
don't have to cover any complicated special cases like a trail that leads
to a station and a new trail. And actually the difference between links is
not that big.
