[Tagging] Discourage use of landuse=churchyard?

The Oxford Dictionary (UK) has:

an area of land around a church, often used for burying people in



So not necessarily a burial ground.

Agree that these 2 tags are less ambiguous.
But then with some places it may be hard to tell if there are bodies buried there.
