on ways the tag is perfectly fine for directional properties, but if you look at actual usage, there is also a lot of nonsense, for example here:
https://taginfo.openstreetmap.org/keys/traffic_sign%3Aforward
27000 of 28000 objects with *forward* on nodes (nodes do not have a direction). 
Just because people are doing something doesn’t necessarily mean it is the best thing to do.
