[Tagging] Horse mounting steps

From the past discussion, and taginfo ..
Mounting_block is the preferred value, horse_dismount_block,
mounting_step and mounting_steps have no existence in the data base so
can be discounted as entries.
The question is then what key to use with it.
Taginfo has (in descending popularity)
amenity=mounting_block 15
historic=mounting_block 2
horse=mounting_block 7
bridleway=mounting_block 1
man_made=mounting_block 1
leisure=mounting_block 0
Personally I'd go with man_made=mounting_block
horse=mounting_block is not good ... horse=* is used for access
restrictions.
I am not keen on historic as some may be 'old' and some 'new'. Not all
of them are of historic interest even if old.
For wheelchairs add wheelchair=yes... ???
It would be good to make a decision and document it on
