swimming=no (or similar ) in case it is forbidden surely makes sense.
It is also the mostly used value:

adding sport=swimming to any waterbody where you might enter seems overkill, using it for dedicated swimming facilities or unexpected places where people actually do it, is at the discretion of the mapper.
