there are a lot of golf specific values under golf=* (tees, greens, etc) for features of country clubs and physical game features. 

The basic idea of highway=service with access=* says “this is an internal road to a facility (besides=alley , which is public) and it has access=* . Nothing about that will change. 

The wood vs forest debate, if I remember correctly, is that they are mutually exclusive tags. You have to choose one, and the muddled mess came from defining those differences to choose the proper tag. 

  Golf adds *additional* tags to elements to *extend* their meaning only in how it relates to golf facilities. Many golf=* tags used when mapping golf courses go on top of existing features.

Similar to how we might have many building=yes polygons, golf=clubhouse added to the building adds additional meaning to it for golfers. it is not a substitute value or tag for building=yes **nor access=private ** .

Most courses have a well defined and easily mapped way that is used *for accessing holes while playing golf*. this tag is about defining the purpose of this route as it relates to players, and separating it from the many other ways that large country clubs have. 

Being able to define & separate what is a plain service road (which a country club has many of) and the *designated way to be used by players when playing golf* seems like a good golf=* value. 

Anyone can map these ways as highway=service, but adding golf=cart_path extends the definition of the way beyond access=* . It better defines the purpose of it’s existence, just like =clubhouse.

access=* cannot easily define *purpose*. We often extend tags via subtags to define purpose, such as footway=sidewalk. 

Since people have talked about other places where carts are operated in public or private areas, inferring that golf_cart=designated means "it is the way for golf players to access holes on a course" is wrong. None of those other ways are “designated for players” for playing the game of golf. Adding golf=cart_path does that. 

if you think it is unnecessary - don’t tag it as such. People who like tagging courses will come along and add it eventually, like adding golf=clubhouse to the building=yes mapped by someone else. They will not delete your highway=service, but extend it’s meaning in relation to golf - which is the purpose of the golf tag.
