AFAIK shoulders are, in general, thought for vehicles in case of an
emergency and present in big highways
(https://en.wikipedia.org/wiki/Shoulder_(road)), while pedestrian lanes
are made explicitly for pedestrians, especially in small roads in an
urban context.
