For most rivers in the UK, there are legalities around fishing rights.
There is often signage.
There may be maps by angling associations (permission to make use of those
maps must
be gained before adding those details to OSM).

Yes, but it's possible to write a proposal that is consistent with OSM's
principles.  All
that would involve is stating that it be used for areas with explicit
signage or published
regulations and remove any examples implying that guesswork is encouraged.
That
way the proposal is more likely to be approved.  Of course, if you don't
care whether or not
the proposal is approved, then carry on as you are.
