with the current state I am not sure what wikidata is describing here, or if these are maybe duplicates. At some point in the past I was able to assign one to the place entity (a node) and the other to the administrative boundary (taking into account also the content of the related wikipedia article), but as it is now it doesn’t seem to be consistent anymore.
