[Tagging] "part:wikidata=*" tag proposal for multiple elements connected to the same wikidata id

You can download from taginfo 
distribution of wikidata values.

This is very easy to do and significantly
easier than processing full planet.

(I do this to detect and cleanup
invalid wikipedia and wikidata tags)
