[Tagging] Electric scooter parking

electric_kick_scooter seems best and I will probably use it if no better alternative will appear

Well, I will select one of worst names soon and start using it, because bicycle sharing in my city
collapsed and all bicycle rental locations got reused as ???? parking places.

So comments are welcome (and it is always possible to retag), but *something* will be
used soon.
