[Tagging] Default access for service=driveway?

In a place without some kind of right-to-roam, probably yes. (Here in 
.se, I'd assume a service=driveway with no explicit access tags to be 
motor_vehicle=destination. For foot= it becomes a matter of where the 
driveway enters the "private zone", posing an interesting problem for 
the router. :-) However, even here, an "official" router run by the 
local public transport authority should probably not route foot traffic 
over a service=driveway unless it "knows" that it is ok.)

Probably no.
