I googled to find the proposal.  The proposer said if I read it my
confusion would go away, but he didn't give a link.  Maybe I
found the wrong one.  If had golf=cartpath in it, but I figured
he hadn't changed it to insert the hyphen yet.  It's far too
late here for me to look for the right one.
