In England and Wales, rod fishing for salmon, trout, freshwater fish, smelt
or eel requires a licence.  A fine of up to £2,500 (around $3,395) if you're
caught using a rod without a licence.  https://www.gov.uk/fishing-licences
Key sentence: "You also need... permission from the landowner to fish on
private land."  One way or another, most waterways with good fishing
are on private land, and there are usually fees to pay for fishing there.

All of which has drifted somewhat off topic, but until we have a
reasonable understanding of how different legislations handle
things we don't have a good model of how we ought to go
about mapping them (or even if we should map them).

In some parts of the world we don't have as much unencumbered
wilderness.  Mainly because watercourses play an important role
in the spread of humanity and agriculture.  And it's a bit more
cramped here in the UK.
