[Tagging] Proposed feature - RFC - Military Bases

ad mandatory building=military

Note that it is for unspecific buildings constructed as military buildings.

Often more specific tag such as building=bunker, building=hangar, building=fort, 
building=office will be more fitting. 

Or even building=apartments in some cases.

If existing buildings were repurposed then military base may have building=palace
 or basically anything else
