[Tagging] Fuzzy areas again: should we have them or not?

I have noted when looking into the proposal processes of type=cluster
and type=group tags (two tags for the same thing, none is approved, I
need it often, so I'm currently using the type=group tag which can later
be changed of course if needed), that there seems to be some issues with
the voting process, or at least there are people that think there are
(just need to read comments).
However, I cannot afford to sidetrack into that for the moment :-).
It may land there eventually though. Because there must be some reason
why there is one strict data principle vigorously defended, while the
actual data in the database and OSM-Carto behavior show a more relaxed
attitude to that principle.
