I think that mapping as usual should be in general fine. What is verifiable by survey
or by other copyright-compatible sources.
With caveat that mapper should be aware that mapping military installation in detail
may irritate some governments.
So mapping details of Chinese military bases and visiting China is probably not the best idea.
If something is actually a secret then it will be not mappable by general public.(see discussion about warnings and whatever it is against OSM rules to map
what is forbidden by laws of foreign countries)
And at least some cases of weapon storage such as

are extremely well known - mapping them in OSM as weapon storage would be fine.
