it’s not about parking restrictions, it’s about people deliberately parking where it is not allowed, in the lane reserved for driving, while they are entering the nearby shops (and shop owners supposedly bribing the local police to make them ignore the transgressions, but that’s just a suspicion and not generally proven). This situation leads to people driving in this lane having a high probability of waiting, hence my question whether the “wait” tag is suitable.

 From the answer I have received it seems the tag is not generally for waiting but specifically for possible waiting due to not having the right of way, correct?
