This line of reasoning is a slippery slope. 

The probability of a delay is dependent on so many external factors -
time of day, public holidays, road works in the area etc. It has no
place in "static" data such as OSM. 

Your suggestion that you don't have to concede priority if you have a
green light is very dependent on the local laws. Here in NL for example,
the give-way signs and lines across the road are still there, even if
the light is green. If someone drives through red and hits you, but they
have priority according to the give-way lines, you have a 50-50
discussion. Give way is give way. And of course there are part-time
traffic lights. 

And lastly it depends on the mode of transport. [Motor]cycles often find
a way to worm through to the front of any queue so they are rarely
affected. 

OSM should stick to "static" data and not try and incorporate highly
dynamic factors - it's not what it's for.
