OK, so now we know it's fed by a spring.  But we don't know for sure
where the spring is.  Might be directly underneath, or a few inches
away, or several feet away.  If the spring itself has been diverted into
that pipe in its entirety (it's hard to see how it could be otherwise)
and is no longer visible or accessible, then is there a meaningful
distinction between the place in the ground where the water comes
out and the pipe it now comes out of?  Which is the spring?  And
which gets the name?  It appears the drinking fountain bears
the name and I don't have a problem with that.

>From this example I don't see a need for a new tag.  What it
attempts to do could be accomplished in a description or
note.  But maybe I'm missing something.
