[Tagging] Power Storage Proposal (RFC)

Hi Christian,

As mentioned before, this proposal is a good opportunity to get better
definition of such devices like batteries.

Extending power=generator with its 3-levels classification isn't required
if we consider a power=battery feature beside it.
I'm not happy with things like generator:storage:type=lithium-ion and would
really prefer power=battery + battery=lithium-ion + storage=electrochemical

I've added some points in the Talk and will be pleased to discuss them.
