[Tagging] Power Storage Proposal (RFC)

Hi,
I had actually previously started working on a power=battery proposal -
it is however not close to finished. I got stuck on the metohd of
classification as there is no international standard yet for this. I
haven't had an opportunity to look at the talk of energy_storage yet
yet, but if someone would like to contribute to the power=battery
proposal, feel free!
