[Tagging] Proposed feature - RFC - Military Bases

I think the warning should not be a part of the proposal at all, so we can
focus on the tagging ontology.  IMO it's not really our place to give legal
advice on what to map and what not to map in various jurisdictions.  You've
already contacted LWG so if a warning is needed, it will be whatever they
say it is.
