[Tagging] Power Storage Proposal (RFC)

As type seems to be used for the tags 'latent_heat', 'compressed_air'and
the like, perhaps the word medium (def: substance regarded as the means
of transmission) would be more descriptive? I'm not sure if it would
necessarily fit for battery however and don't have any objection to type
per se
