I would also use amenity=drinking_water for the first although if it wasn’t drinking water I would probably tag it amenity=fountain (clearly there are decorative elements present, and there isn’t a hard distinction between fountain and drinking fountain). The second example seems to be designed for animals as well.
If you have recurring types of fountains you could add a new specific type to the key fountain page:
