[Tagging] Feature Proposal - Voting - drinking_water:refill_scheme

Hi Jake,

I am happy to follow the consensus on how to tag a café which belongs to
multiple schemes, but am hesitant in promoting a tag scheme which will not
be properly maintained.

drinking_water:refill_scheme=refillscheme1;refillescheme2;refillscheme3 clearly
has more information than just multiple, but will enough people be
motivated to maintain high accuracy of the data given that all the schemes
are essentially equivalent?   European Water Project will include on the
App any establishment which belongs to one or more of the relevant schemes,
including our own, or is an "independent".

To avoid ambiguity and as stated in the proposal, an establishment should
only be tagged as offering water refills if there is a visible sticker
showing that it belongs to a water refill scheme or a has a displayed sign
stating "Free Water Bottle Refills" (or equivalent).
