Hi Tobias,

congratulations on your successful microgrant proposal! :) Maintenance
of existing data is a growing concern as OSM matures, so it's important
that we explore workflows for it.

I think it would help with community acceptance of a potentially large
number of meta tags if you're somewhat frugal when it comes to adding
new ones. There is some cost in mappers feeling obligated to update a
"companion tag" every time they update a regular tag, as well as in
visual clutter. These downsides will both be lessened with better
tooling, but as of today that isn't widely available yet.

In practice, this could mean ...

* ... not adding key:check_date when the key is first added, or when the
value is changed as opposed to confirmed. (But update check_date tags
that already exist on the object, of course.)
* ... only using check_date where regular re-survey is plausible and
useful. This ties in with your observations on re-check intervals. For
example, there should be an opening_hours:check_date, but probably no
building:levels:check_date.

I don't have any strong opinions on this, and you seem to have given
this a lot of thought already. Just adding my gut feeling to the wisdom
of the crowd here.
