[Tagging] Adding values healthcare=dispensary and healthcare=community_care?

Thank you for working on this, it's a good idea!

In Indonesia there are similar health posts, with or without nurses.

1) A "dispensaire" or "poste de santé" is similar to an Indonesian "pos
kesehatan" in some remote villages, where there is a nurse but not a
physician (medical doctor). It's also similar to a Pos Yandu, also run by a
nurse, which is focused on maternal-infant care (prenatal care, birth
control, well child visits, etc).

Most healthcare facility tags in Openstreetmap are currently based on the
main provider at the location, so we have "amenity=doctors" for a doctor's
office, "amenity=pharmacy" for a pharmacist, "amenity=dentist" and so on.
Some of the tags use "healthcare" instead, like "heathcare=laboratory" or
"healthcare=blood_donation".

There is an existing tag healthcare=nurse for "A facility where some nurses
may receive their patients." - this might be the most appropriate existing
tag for a "poste de santé" or "dispensaire", if these always have a nurse
who is in charge. The tag currently does not have its own page, but it is
briefly documented at https://wiki.openstreetmap.org/wiki/Key:healthcare.
And there is also healthcare=midwife, though I imagine this is a different
thing in your area?

It might be appropriate to make a new tag if your health posts are more
specialized than a nurse or midwife office.

But I would not recommend using "dispensary" for the tag value, because as
mentioned above, in North American English this is used for a shop which
dispenses medical marijuana, and accordign to Oxford, in British English it
means "A room where medicines are prepared and provided".

A translation of "poste de santé" appears to be "health post" or "health
outpost" - this might make more sense in most dialects of English.

These also exist in Indonesia, where the volunteer village health worker
might be called a "kader kesehatan" (or "health cadre"), though I usually
translate it as "village health worker." Both this term and "community
health care site" are vague, however.

I would suggest trying to fit with the theme of using the type of health
worker as the name of the feature (doctors, nurse, dentist, etc.), so we
could have amenity=village_health_worker or
healthcare=community_health_worker or something like that.
