The result of voting on the proposal "Special Economic Zone" is:
25 in favor
2 opposed
0 abstentions

The two votes in opposition expressed a preference for the use of
protect_class=23 for tagging these areas.

The community consensus is to approve boundary=special_economic_zone and
deprecate protect_class=23 as described in the proposal [1].  Thank you to
all that participated in the discussions and vote on this proposal.
