My take on that is that it violates the 'One feature, one OSM element'
principle. amenity=school is a school, and it can imply its landuse when
used on an area, but its primary meaning is that specific educational
facility.

A tag like landuse=education makes that implicit landuse explicit
without saying anything about the educational facilities it contains,
but tells you that the area is something like a school's grounds or a
campus (which very often will have a name of its own). The actual
schools (and other related features) within it still get their own
amenity=school tag each.
