I think you're right.  It will become the norm.  We're going to transition
from
almost no shops do it to almost every shop does it.  Which means we're going
to start out tagging reusable_packaging=yes and end up tagging
reusable_packaging=no.  Which causes its own set of problems.

if at all.  I know which shops near me offer reusable packaging because they
announce it on social media and/or the local paper reports it and/or I
notice it when I visit the shop.  I have no need for this to be recorded on
OSM
if I visit my local shops.  If I'm travelling I don't usually have the
luxury of
taking reusable packaging with me on the off-chance I encounter shops that
accept it, nor do I have the time to use OSM to find shops near to where I
might be so I can plan to take reusable packaging with me.

The biggest problem of all is the one Frederick raised: it won't get
updated.
