[Tagging] remove “rendering” from proposal template

I've seen things stall in standard carto because nobody comes forward
with the design of a suitable icon. So if the proposal author creates a
suggested icon that is suitable, it may speed things up (if carto decides
to render it).
It all seems to me that the simplest way of dealing with objections to
a "Rendering" section in the template is to change the name to
"Suggested Rendering." The more complicated way would be to
introduce an "Effects on Data Consumers" section with a "Suggested
Rendering" subsection.
