[Tagging] remove “rendering” from proposal template

It seems that these words are combining instructions to the proposal author
("...this section is optional"), and language to be inserted into the
proposal intended for the reader ("should not affect whether you vote...").
Both of these instructions are important, but let's try to separate them.
