[Tagging] Meaning of check_date

I agree with you, check_date=* means (or should mean) that all information
was checked on the specified date.  The danger here is that some
streetcomplete user adds some minor information, such as lit=no (I thought
that was the default and that no tag was needed), and indicates that a
highway still exists, but they didn't check that max_speed=* is now 35 mph
and not 25 mph, that last year an additional lane was added, that
surface=concrete instead of asphalt after some repaving last month, etc.
