[Tagging] Meaning of check_date

I think if you search within the archives of this list, you will find
multiple threads with discussions in this topic. I think this is
debated at best. Just a quick example: what if a restaurant maintains
a website and I updated the opening ours, phone numbers, wifi or pet
policy based on that from an armchair, however I have not visited the
restaurant to see whether it is still accessible by wheelchair
(regressions can happen), whether it still offers outdoor seating and
some other tags from the dozens added to the given POI in the past
because it was not mentioned on the website?
