[Tagging] Adding food=yes / food=no on amenity=pub - is it useful for all pubs?

Rather than trying to define every food they may serve, maybe change that
slightly to
food=no - nothing but drinks (peanuts, crisps etc not being counted as
"food")
food=yes + cuisine=light_meal - sandwich, meat pie, hot chips
food=yes + cuisine=full_meal - full hot meal, eaten off a plate using a
knife & fork

How would that go?
