In my limited experience they appear to be expecting a normal situation, someone on a boat in
other situation is likely expected to be an expert able to apply a correction to a signed value.

If the lock opens you loose water out the canal and it is flowing downstreams. It is the same with any river as well. Every bridge should or has a water level measurement fixed in the vincinity of the bridge and be visible for all captians. Just to be able to see if the vessel could pass the bridge or any obstacle safely.
