[Tagging] Tagging Digest, Vol 143, Issue 12, water heigth values

Sometimes the height indication is "variable", see e.g.
https://www.mapillary.com/app/?pKey=1610201245837769 The yellow/black
stripe on the bridge indicates the current available height.
