Ah, that explains why the other tools didn't pick up on it. So this 
proposal grew out of the discussion in 
<https://www.openstreetmap.org/changeset/109391602>. The changes were 
quickly backed out by the same mapper who made them in favor of the 
proposal. Glad we didn't turn out to have 40k ghost features in the 
database. ;-)
